Private, Public Partnership Enhancing Services Delivery.
The Mquma Local Muncipality is one the sites which Pioneers Skills Development Institute was implementing the Mass Training project; Building and Civil construction NQF 3, the training had two phases, class room learning 30% and Work Integrated Learning 70%, as part of the work integrated learning, the Mnquma Local Municipality identified their Department of Community Services Offices which did not have fencing and took advantage of the trainees building and civil construction skills, these learners were tasked with building a garden wall to secure the Municipal premises as there is a number of valuable assets in the premises.
Pioneers Skills Development Institute offered to plough back the community and procured all the building materials required for this activity. This was done as part of community development and service delivery enhancement in the partner municipalities. The activity came at the right time for the learner as they got an opportunity to put their acquired skills to a test.
It was the first time for the learners to work on their own and build a masonry structure from foundation until completion, this has proven to be a success and important for both the learners and the host Municipality as the learners has something tangible in their portfolio. Most of the leaners are now confident to can build different structures on their own, they have also expressed how ready they are to venture into construction business after the project completion.
The building and civil construction industry was known to be an industry for men, the Mass training project came and changed that typecast as 75% of the learners were women and 25% being men.
The project was well received by the community and the municipality, this was witnessed from the continuous support the municipality has been giving to the project.
Department of community services in municipalities is the heart of service delivery, this will has enabled the general public to witness the good work and positive returns of funds invested by government in youth skills development.
This Private Public partnership has managed to implement the and complete project successfully with 89% pass rate. As for Pioneers Skills Development Institute, it was a wonderful opportunity to be an extra hand of service delivery in youth skills development and feels great for having contributed valuably towards the Mass Training Programme.
